NAP7 Agreement – Rules and Guidelines
General Information
NAP stands for Non-Aggression Pact. The NAP7 alliance group consists of the top 7 alliances based on the Alliance Power Ranking.
All alliances that are part of NAP7 must include “NAP7” in their alliance description. Members of these alliances agree to follow the official NAP rules and treat each other as allies.
The purpose of the NAP system is to:
Maintain balance and fair gameplay within the state
Encourage cooperation between top alliances
Prepare the state for inter-state wars and competitive events
Build a strong and active community
A NAP Council is formed by the R4 and R5 leaders of each alliance. Every alliance has voting rights in council decisions, and agreements are made by majority vote.
Breaking the NAP rules may result in sanctions or penalties depending on the severity of the violation.
NAP Rules

  1. No Attacks or Scouting
    Members of NAP alliances must not attack or scout other NAP alliance members.
    This rule applies to:
    Alliance bases
    Academy alliances
    APC units
    Resource tiles (RSS)
    Territory land
  2. Territory Distribution
    Territory should be fairly discussed and distributed among the alliances, especially when Season 2 begins.
  3. No Tag Dropping to Bypass Rules
    Players are not allowed to leave their alliance or change tags in order to:
    Attack a protected NAP member
    Circumvent the NAP rules
  4. Respect Resource Farming
    Resource tiles are free for all players.
    Players must not attack others who are gathering resources on tiles.
    Resource gathering is allowed even in territories controlled by other alliances.
  5. Territory and Armory Battles
    During certain events, attacking other alliance bases is not allowed unless you are directly competing with them.
    In such cases, only the following actions are allowed:
    Attacking APCs
    Participating in rallies
  6. APC Battles
    APC battles are allowed only when mutually agreed upon, mainly during events such as:
    VS Day 6
    Capital Clash
    APC attacks must not disrupt the daily activities of alliance hives.
  7. State Protection (State 396)
    To support State 396, the following actions are prohibited:
    Attacking trucks from State 396
    Attacking State 396 members in the Gold Arena
    The shared goal is to defeat other states while strengthening our own state internally.
  8. Conflict Resolution
    Players are encouraged to resolve conflicts calmly.
    If a conflict cannot be resolved:
    R4 or R5 leaders may request NAP council assistance.
  9. Fair Distribution of Rewards and Resources
    Resources, rewards, territory lands, and capital control should be shared and rotated fairly among the top alliances.
    Territory distribution must follow the agreed-upon state map.
    The Capital should rotate between top alliances based on ranking.
  10. Respectful Communication
    Harassment, discrimination, or abusive messages between players are strictly prohibited.
    All communication must remain respectful.
  11. Academy Limit
    Each NAP alliance is allowed to have only one academy alliance.
  12. Armory Rotation
    Armories must be shared equally every week, with each alliance receiving one armory rotation.
    Sanctions and Penalties
    Sanctions depend on the type and severity of the violation. Since accidental attacks may happen, the following procedure should be followed:
    If a player accidentally attacks another NAP member:
    The attacker must apologize to the player.
    The attacker must also inform their R4 diplomat and R5 leader.
    R4/R5 leadership from the attacking alliance should issue a formal apology.
    Both alliances may agree on appropriate sanctions.
    Possible Sanctions
    Examples of penalties may include:
    Resource Compensation
    The attacked player may loot resources from the attacker’s base without troop resistance.
    Punishment Attack
    The attacker’s base may be zeroed and teleported away.
    Violations by Top 7 Alliance Members
    If a member of a Top 7 alliance breaks NAP rules:
    First Offense
    A warning is issued and possible sanctions may apply.
    Second Offense
    The player will be removed from their alliance and zeroed.
    Third Offense
    The player will be permanently banned from all Top 7 alliances.
    Failure to Enforce the Rules
    If an alliance refuses to punish a player who violated the NAP rules, the entire alliance may lose NAP protection and become a valid target for attacks.
